Need some advice

Recently I made a baby blanket out of minky fabric where I sewed a ruffle to the top fabric, then put the right sides of the fabrics together and sewed around leaving a little space to turn the fabric so the right sides are to the outside. When I turned the fabric around, I am not sure why I get some bulk/pucker on the top fabric. The bottom side is tight. I put lots of pins in to keep everything tight before I sewed, but still end up with some puckers on the top fabric. Just wondering if there is a way to keep this from happening or is that normal when using two minky fabrics together.
