Guess what? I found out what it is for you!!!! I posted a picture on my Facebook page to see if anyone could figure it out. There's actually one listed on ebay for sale right now.
This is what the posted one says:

well, we know the e-bay author was wrong in one way, it can't be tupperware and still be rare. they make gadgets by the bazillions!

It looks like it could be a spoon rest. You stick the handle through the hole & it props it up.

I have seen one before, and I think it has to do with bouquets of flowers. Just a guess The stems go in the hole, fingers fit on the other end.
