Does anyone know how to make a Tutu? My daughter wants one for my granddaughter's first birthday party? Any help would be greatly appreciated.

Google it. There are several free patterns available. I recently made one that was just tulle tied to a piece of elastic.

i gathered the netting and sewed it onto elastic and sewed the ends of the elastic together

I sued this utube video to make mine - very quick and easy - and tulle is very inexpensive - sometimes less than $1 a yard.
