It means the topic has been exhausted for one reason or another and the admin has decided to prevent further posts. It could be a "dead horse" topic...could be people aren't playing nice...could be it violates terms of use...it's just at the discretion of the powers that be!

It means that no further posting is allowed on the topic. Moderators will lock a topic when they don't want a lot of replies to it, like when it's just a mods announcement, or when they feel that the discussion has been exhausted or gone far enough off track to warrant locking the topic.
