Could anyone give me pointers on planning a fundraiser for a person going through major illnesses/surgeries? Like, do I need permits(may depend on State I suppose) or do I need a non-profit status or organization to do it, etc.

I would call the local district attorneys office for advice.

I'm assuming that you need a bank account specifically for those funds, so maybe your bank would have info on setting something up - at least on the financial side of things.
