I have a featherweight too and that part is not standard equipment on a featherweight. I'm no help as I've not seen it before. A previous owner must have added it for some good reason???

Thank you, I just found out it is for Singer 348K...part no. is 161894...says it is used for raising the stitch plate for free motion quilting...
