Is there a list of the rules somewhere, more specifically, how do we know when we qualify to offer an item for sale?

Once you are a regular here and have been a faithful member for a while you are free to off things for sale.

At the top of the classified section the rules are posted.

click on 'home' above, go to 'members classifieds/ buy, sell;
and the first link is the 'rules' and guidelines you need to read. when you are on the forum 'home' page any of the topics on the page start off with the rules and guidelines pertaining to that topic whether it's swaps, classified's, just chatting ect.
