some kind of knife punch?

Does anyone know what this was for? It has a bone handle and I found it while going through a bag of rug hooking hooks.

Is the long flat edge sharp or dull? I've never seen any thing like it, I'm dying to know myself.

No, it's not sharp and it doesn't look like it was ever sharp.

Can you explain that please, I can't picture what you mean, thanks!

ALSO.... this doesn't necessarily belong in with the rug stuff, it's just where it's been sitting for years.

It could be some type of rug hooker since the picture and text indicate that and I see nothing else that looks like a hooker. It might also serve as a yarn measure for cutting, maybe that's why it's so long, that's part of what is throwing me off, usually hooks are shorter.
