My DS has a Pit Bull that he bought to rescue him from the fight pens. He is kept padlocked (the dog fighting people tried to steal him) on a log chain with a training collar, which I don't like, but his only other option is being put to sleep.
I personally feel that ALL dog fighters should have to be chained up like he is!

this makes me furious and sick! If someone stole my pets and I found them we would not need a court system, they are like family to me and I would protect them like I would my kids

Yep that was the first thing that popped into my head too. A lot of the shelters are cracking down on who can pull/adopt dogs. So that way is drying up for these people.
They also get dogs where people are giving them away for free in a parking lot and off craigslist. I love the ads that say fee so they go to a good home. $50-100 is nothing to these people. They make that back in one fight most times.
