Default What Is This?

A friend found this in a box of fabric that she bought from a garage sale. Neither of us could figure out what it is. Another friend thought that it might be something used for cropping photography? Any thoughts?

i think it would be used to cut a circle in the mat around a picture so that it can be framed

It looks like it is used to cut cardboard mats for picture framing.

The box states that it cuts up to 20" circles. That's what I was wondering. My largest scrapbook is a 15" book. Are there larger ones out there? That's why my friend thought it would be for cutting photography mats for larger photography projects, but I wasn't sure.

I think your friend is right. It's designed to cut circles and ovals out of matts, then the matts are used in frames with portraits under them. My MIL used to work in a frame shop and she used tools such as these.

Yes, it is for cutting mat boards for pictures. I have one that I don't think I've ever used!
