    Simple and fast table runner

I received this in an email today and thought I'd share with you all, a quick and easy table runner to make for occasions you need a gift and right now, not tomorrow.

Can anyone tell me what the rotary cutter she is using is called? I've never seen anything like this before. It's much like the ones attached to a June Taylor cutter but it's a separate piece>
