Choice Fabrics in TN sells wholesale. In fact, they do not sell retail. They sell discounted fabric from a huge variety of vendors to clients who have business licenses. They are great from the owner to the shipping clerk. Huge sales.

Yes, usually you need a resale license in the state to buy fabric at wholesale prices. I use to buy directly from Hoffman and P&B fabrics. Then, there are the import taxes to whatever country you are residing in.

ManiacQuilter2 is correct--you will have to prove you are a "business" entity before companies will sell to you at wholesale (at least in the U.S.) If you are in Australia, you will need to find the distributors for the various fabric companies and that information is generally on the manufacturer's website. For instance, here is the information for RJR fabrics:
