My question is about table toppers. I am working on a ohio star 4 block table topper 39" x 39". I am machine quilting along the lines onto a flannel backing. Has anyone ever just stopped there and finished with binding?

I haven't, but there are no rules.

I never add batting to mine. They lay much nicer and are easier to wash and iron.

I've done it this way (with flannel backing only) and with a thin layer of batting. I like them both; it just depends on where I might use the topper. If it goes on the table, I'll use flannel backed (cups and glasses don't tip) but if it's for the sideboard I often use a thin batting.
