I would do both. Make square and use strips as accent colors from other shirts to highlight the square.

Take shirts apart and back with a stabilizer. Cut into 2 1/2" strips, sew end to end with diagonal seam like for binding. The start making strip quilts. Since you are going to make so many quilts this might be the easiest and quickest way to do it. I would save out pockets, collars, and anything else that might not fit in strips, then applique a couple on each quilt. If any of the shirts have his name on it, that would make a great applique. Even buttons from the shirts could be added. You wouldn't have to stabilize heavier fabrics like denim or work shirts, but the lighter ones should be stabilized.

I love to strip piece, so if I could decide on a pattern with strip piecing that is the way I would go.

I vote for strips. You'll get more usage out of them and even though 20 shirts seems like a lot, it probably isn't enough to make more than one bed sized quilt--2 good size throws unless you add more fabric. I would cut them into 2" strips and just make log cabin, rail fence, 9 patch type blocks with all of them and then decide how many blocks to use with filler fabric it will take to make however many quilts you have planned.

I'd take them apart, iron them and look at the size of the pieces before deciding on a pattern.
