I was at a local wholesale the other day and he showed many shelves of "header Cards" These are cards the manufacturer makes to show off the fabrics in a line. He also has boxes of short pieces of fabric he got from fabric companys.
If these were put in bags and offered in the quilt shop.....Would you buy it. It is all good first quality fabric. One card had 5 pieces on it ranging from smallest about 12" up to almost full width x 12"

how is it attached to the cardboard? is it glued? the glue may not come off. stapled? it may leave holes. proceed with caution.
that being said, if you like the fabric and the price is right and you think you can use it anyway, then why not? is it 100% cotton?

Sure , if the price is reasonable for what is offered. People buy precuts , so why not. One fabric shop by me sells 2 &1/2 inch strips by the each , so you can make up a custom jelly roll or just buy a few.

My DIL has purchased beautiful sample packs and made outstanding scrappy quilts. The prices were unbelievable. The samples were glued to the label, she just cut the fabric at the edge of the label. Her quilts are really outstanding and the quality of the fabrics is top quality!
