When quilting the Baptist Fan quilting pattern, do you start at the side of the quilt?

Yes you do. And mark until you run out of design. No attempt to make it fit the space.

How big should you make the fans? And how far apart are the rolls?

Traditionally the fans were about the same size ...about 12inches with bands about 1inch apart. There are stencils available of different sizes from 3inch up. I tend to use the size of the block. I believe this provides a good balance overall. My aunts drew the outer arc with string and chalk. They eyeballed the subsequent bands with not all even.
