Default binding,borderand binding again?

I seen a quilt that looked as if it had binding then a border and then binding again around the edge. Does anyone know what the correct term is for this type of border or binding so I can search on how to do it or better yet maybe a link to any info about this, thank you and any help is greatly appreciated.

Sounds like a narrow border, then a wider border, then binding.

My first thought was flange, but since you say it looked like a binding (which is full, not flat), then I wonder if it was piping, which is pretty much the same as a flange but with cording inside so it appears to be full?

It sounds like a binding done with piping.

Or it could be Quilt As You Go with what looks like binding being the strip that attaches the border to the quilt. When I do QAYG I try to get the binding the same width as the attachment strips (1/2"), and that gives it a unified look.
