I thought I knew the answer to this but now I'm not so sure. When a block pattern says -- makes a 9 inch block --- does that mean it makes a 9 inch block when set in the quilt or after your finish sewing the block???

If it is to be 9 inches finished in the quilt then your block should measure 9 1/2 before -- correct???

yes, you should be right. nine inches finished.
some patterns are different but for the most part, that would be the way to figure it.

I would say you would get a block with raw edges that measurers 9 1/2 inches. Then when it's finished (sewn to other blocks or sashings) it'd be a 9 inch block
