It appears that this is a instructional booklet, with the pattern for the quilt included. If you click on the picture of the book, you can see all of the blocks in this quilt.
The site Sandpat found is less expensive than her website :wink:

yes, i wouldn't consider this to be a book, its only 16 pages. i think its more like a pattern with more detailed instructions then the typical pattern.

My first impression was that is was similar to huck (swedish) weaving. Here is a sample of that. Maybe they used similar stitching ideas to create what you saw?

There is a new product out especially for texturing. I can't think of the name of it but you cut your fabric, place this product on the back and sew a grid. When that is done you hold a steam iron above the item and it will automatically texture the piece by shrinking.

I'm really late to chime in on this, but my Mother made me a velvet pillow for Christmas in 1980 that is done just like this. It's beautiful and I cherish it to this day.

Could it be a form of sashiko? That method uses large stitches in very geometric patterns.

:) Not to be confused with "shibori" which is a Japanese method of dying fabric similar to tie-dying.
