Hi and welcome to the board from Iowa. I have not used felt, but others will come along that may have done so.

one of my friends is really into felting and made me two--not one--pieces using sheep's wool for background of the piece and my dogs' hair for the designs. She used one of my cookie cutters as a pattern for the dog, which she did in my yellow lab's hair and added a heart using my other lab's brown hair. Gorgeous.

I am just getting into felting as well,., It's fun. I am in the process of making a nativity scene wall hanging for Christmas and have decided that I too would like to add this dimension to the Baltimore quilt I am working on. I am just not sure how or where I would fit this technique in the quilt.
PM me and we can chat and learn more about this together.
    Have a blessed day.
