Default finish size scallope table runner

I want to make a scallop table runner to finish approx. 18x60 or can be an inch or two smaller how much of the width am I going to lose making the scallops I am using a whole cloth no piecing what size do I need to cut my fabric I'm also using this ruler from el burns https://www.youtube.com/watch?v=Pm3-Vazxj_w thanks for your help, oh! and I am also going to use batting and backing and I know to use bias binding......thanks

You can make various size scallops with this ruler, so we need to know what size scallop before we can tell you how long to cut it. I would get a roll of 18" freezer paper & draw some samples up.

I have EB's ruler and haven't used it yet. Bought it during a sale that JAF had on notions. I had expected something similar to what she had in her book "Fans & Flutterbys". That is how I learned to make scallop borders and we are all comfortable sticking with the method we learned.
