Just taking a wild guess, but at the point where you layer the HST's together, you might be lining up the seams, instead of the outside edges of the squares. That's the only thing I can think of that would make your blocks small.
If you can take pictures of your steps and how you're coming up short, maybe we can help you?

Much easier then cutting out regs and squares for each goose, especially when you need lots of them.
How can you know what size squares to use if you dont have the instructions? Each ruler uses different size squares.
I keep all my instructions in one of those small plastic drawer units that have 3 drawers in them. They are great for all kinds of small stuff. Target and all the major stores have them.

I understand you bought this ruler and want to make the best out of it but
sometimes not all rulers work for everybody. Have you tried the no waste
flying geese? It's my favorite method so far. Give it a try and see what you
think.
