Unhappy Help! Painted art quilt has issues!

Hello, I have not been on for several months, because life does that to me sometimes. I have been working for the last year on an art quilt for a friend to hang in his place of business. He asked for a "Rainbow Quilt". I have worked very hard to make a 47" flat Dresden plate for the center (can we say volcano?), and used Tulip brand slick paint to create accents. The slick paint had been on it for over three months, and it still wants to stick to itself! The paint does not say to heat set it, but should I try it? The fabric was prewashed, ironed, not starched, and the paint feels dry to the touch. After I folded it to move it out of the way to work on another project for a day, I tried to open it up, and the paint had stuck to itself. I very gently pried it apart, and fixed the two small tears it created, but how do I get it to stop sticking to itself? I tried writing an email to the company about it, but I got no response. Help! (This is my first commission quilt 80x80, and I can't keep my friend 'on hold' forever.)

I'd try to heat set it on a scrap of fabric first. Though no matter what type of paint I used, so far, I've always heat set it.
