I want to make a label that will hang loose...like labels in clothing...so does anyone have an idea about sealing the raw edges so they don't fray?

Fray check or Fray Stop should work. You can get either one at Joanns or Hancock fabrics

Doesn't that wash out when it is washed? Seems I used it on something and it didn't hold up. But that is something I will test.

​It depends on what you are going to use them for. If it is to go in clothing then the I ribbon idea would be nice because it isn't scratchy. I have used my machines small embroidered letters on grosgrain ribbon to make labels. Mine was just a name and I embroidered it down a whole length of ribbon and then cut it into sections and sewed the ends into a seam.

You can run a narrow zigzag satin stitch close to the edge and it will keep the fabric from fraying past that point. Or you can overcast by running a wide zigzag stitch right over the edge. Keep your stitch length normal for this. It won't look as nice as the satin stitch but it will work. Alternately make two pieces, stitch together with right sides together leaving an opening for turning. Turn, press and slip stitch the opening shut.

Could you use wide ribbon which is already has a good edge.

my first thought was... make your label into a 'pillowcase', turning the raw edges to the inside. then just sew the one raw edge into the binding.
