I called Michael's and they said that Hancock's went bankrupt and they have only purchased the name and customer contact list. Since this has been newly acquired, they don't know what they are going to do with their acquisition as yet.
Well, that will teach me to keep a better eye on my gift cards and see them as money in the hand and not a piece of plastic. The problem was that (other than not keeping an eye on the card) there wasn't a close Hancock's around where I lived and it never occurred to me to buy on line. Certainly this is a good lesson learned. I'm glad that my MIL doesn't know that this has happened.

This is why I don't give gift certificates or gift cards. Plain ole cold hard CASH is always good anywhere. And people seem to be a lot more careful with it than they are with gift cards.
Think how much stores profit on un-cashed-in gift cards.
