Jan Patek does whimsical quilts, so maybe everything is whimsical to her. very country style and birds in lots of them. very nice. I'm not quite sure how to applique in a whimsical way but I can make it look that way.

Let your hair down and put things where you want. Whimsical = quaint, fanciful esp. in an appealing or amusing way.

LOL, I would write to the designer and request close up photos and step by step instructions for the "whimsical" sections of applique.

I would say whimsical, by definition, means light hearted and happy. Therefore, I think they want something less than "Baltimore Album quilt" perfect. Sounds like a fun project calling for fused, machine, satin or blanket stitch appliqué. . . Or anything else you wart to try.
I do think you're right about it being an unusual phrase to use in directions. Hey, creative quilts why not creative directions LOL.

My thoughts are just to close your eyes and toss the appliques on the quilt and then pin them down where they lay. That would be whimsical! Ha Ha

You should start singing and dancing around, in a very whimsical manner and tell DH that you are just practicing for your applique recital. I love to do things like that to my DH, because he really wonders what I'll try next
