Just a quick question

I am working with a Courthouse Steps Miniquilt and I am on the last dark (4th) and don't know what the last 'line' is for. I have dashes one section away which I 'assume' is the cutting/trim line or joining.
I am sewing in the final strip but there is one more solid line....what do I do?

from what i see here, the dash lines are the sewing lines.

But, then - - I don't see a fourth dark on the courthouse blocks, either.
Some patterns have a solid outer line for stay stitching (usually associated with paper/foundation piecing). <wave>
