This is probably a dumb question but I have searched through the tuts on this board and online sites but I can't find anything telling which way the metal tape measure pieces are supposed to face. Do the concave (curved in) sides face in or out?

mzzzquilts is right...curved sides face each other...
Be careful! They are like potato chips..you cant make just one!

(my tape has numbers on both sides..just FYI)

I have seen both ways. Yes, it snaps louder when the pieces are put in with the curve to the inside. I personally like the curve to the outside to fill out the hem & also easier to open for arthritic hands. The purpose is for the tape measure to hold the purse or bag shut and it works either way,IMHO.

Make sure you tape (or glue) some batting on the ends. The tape will eventually wear and cut thru your fabric. It did on mine. The next one I make I will use warm & natural to cover then ends.

They are addictive to make. Once you pop you can't stop. All my bags have rounded side out () because they look nicer to me. I really don't think it matters. I make sets for gifts for my friends and family. Here is the link for one of mine.
