Got a reply from the website: turns out the blue is supposed to be the back ground.
"The PN014 Robins Egg is the background sky fabric and that is the fabric that needs to be cut to 29 1/2” x 28”. Then you will fuse the grass pieces on top of this sky piece."
That solves that, at least
