Applique question

I am trying to do my first applique project.
If something overlaps by going underneath another fabric, do you have to fold the piece over or just sew a little farther into the piece going over it and leave the edge raw.
Example: I am doing a 4 flowers and stems leading to a circle in the center with the flowers surrounding it. When I come to the end of the stem where it goes under to circle, do I have to fold over the end or will a raw edge be fine. It will actually be covered with 2 circles, 1 large and 1 small.

When I started appliquing, I was told to start from the bottem as in you put your first stem on, applique it , them put your first thing that overlaps, applique that and so on. That way, everything gets sewn down completly. I hope this doesn't confuse you.

I can't believe how slow I am at it! I thought it would go alot faster. But I figured it would be an easy project to do in the car while traveling as I am the opposite of most people. I can't look out of the car while moving without getting sick.
I plan on having all of my pieces cut before leaving.
