I'm working on one from Bonnie Hunter's site. She uses phone book pages and glues the first section with an ordinary school glue stick. I just do one swipe down the center of the paper where the first triangular section goes. When it dries the paper comes off very easily. I tried one section and since it worked well, I am continuing with that. I want to leave mine on the paper until I have sewn the sections together to avoid stretching the edges. One word of caution, do not use steam on spray starch when on the paper in case the numbers transfer to light fabrics.

dollar store glue stick- just a small dab in the center of the piece- it holds for as long as you need it to- and disolves in water- so when removing your papers you can just spritz that first piece with water and it lets go. actually i just hold the piece or use a pin if i need to---but i was taught with the glue stick years ago. your problem with the fabric glue is---it's a permenent glue- you need a water soluble (cheap) glue.
have you tried water on the peice you can not get off? it might make it let go
