Is broderie perse the same as any other applique except that you cut a design from another piece of fabric to applique as opposed to cutting several pieces to make up a design? Can broderie perse be either raw edge applique or turn under? A lot of questions I know but after googling I am even more confused.

Yes to all of it.
For modern Broderie Perse you cut the motif out of fabric instead of creating it with multiple pieces.
The motifs are usually flowers or birds or animals, but could be anything.
Chintz-y fabrics are great for this.
It could be done with raw-edge or needleturn applique.
It's your quilt. Make it any way you want.

The origins are from Persian Embroidery. You can google those images as well for inspiration.

There's an exhibit that was making the rounds of quilt museums - it was in Paducah and Lowell last year - it's called "Contemporary Broderie Perse."

Thank you so much for your reply and for the link. I love this look but just wasn't quite sure if you could do either raw edge or needleturn applique. Off to read Barbara Brackman's blog and then dream about my new quilt. LOL Looks really good in my head now to see if I can get it to look anything like the image I dreamed up.
