I was thinking of buying a fleece memory blanket from Walmart using pics of my DMIL and DFIL, and all their children, grandchildren and great granchildren. It will take quite a few pics for that and the only one that will take alot of pics is the fleece. What do you think of a cotton backing and quilting it? I wasn't sure about quilting fleece. Would it work?

I quilt fleece and love it!

It will work fine. I would spray baste it to the backing so it won't wrinkle or use your walking foot as it tends to stretch. Just don't push or pull it through the machine and you should be okay.
