Over this side of the pond bag is when you place backing right side down with batting on top, then place right side below backing with the right sides touching. Sew all around except for a small section through which to pull the material to the right side. Stitch up space.
Before doing all above ie bay out or bagging place in pen holder etc.

Our grandson received a Torah for his bar-mitzvah, and wanted a cover for it. I offered to make it. I goggled for a Star of David, and found one to paper piece. I made a practice one, and it was too large. So I put the pattern in my printer and reduced it. Then I made the smaller one. It turned out quite nicely, but ! ! ! when I came to sew the different sections together, I found that I had reduced the seam allowances also. Bummer. But I know how to make 1/8 inch seams, so it turned out fine. Just a reminder: if you are going to reduce paper piecing patterns, watch out for the seam allowances.

Now I have to finish the cover.

Thanks for the explanation because I thought I was severely emotionally distressed because your instructions were not making any sense to me with the bagging. Just thought I had dropped out of reality.

You might check out allfreesewing.com. They have tons of free patterns & I know they have some book cover patterns.

Me too - I thought maybe it was a non-English speaker, and Google translate had really done a job on the translation! Lol!
