I found this stabilizer at Goodwill but I can't figure out how to use it. It is not sticking after ironing. Does anyone know how to adhere it to the fabric?

What does the label say? product number? any date? Are you sure it's stabilizer or is it perhaps interfacing? Pellon makes, and has made in the past, all kinds of different products and the iron-on ones are relatively new. It could just be a sew-in item.

It doesn't really say what it is. I would like to use it to stabilize fabric for a tote bag.

vintage penlon did not have any adhesive you stiched it down on to the pattern pices that called for stiffness

The photo looks like a roll of drapery header, that's why I asked if there was any info on the label.

That could very well be what it is. If it is it would just be sewn in, not ironed onto the fabric?

Yes, definitely sewn in, all edges, with a heavy needle because it's so stiff.

Try spray basting it
