I saw this posted on 24 blocks website- does anyone know the technique used to craft this baby. I would like to incorporate it into a wallhanging

I think Tartan is right. The baby is on a printed panel that was cut and sewn down on the background. Looks like an extra layer of batting (I would try Hobbs Polydown) was used under the leg and arm (a trapunto technique) before quilting.

I disagree about the baby coming from a panel. I clicked on the picture and was able to enlarge it considerably and you can see that the darker pink is another fabric all together that was put on the quilt to represent a shadow. Every element of that baby was custom done. The hat and diaper are different applique elements and the baby it self was done from a solid fabric that the features were hand painted on with fabric paint. If you download the picture and enlarge it you can see the each piece is seperately blanket stiched on and embellished. I do agree that it was also treated as trapunto. I suspect the maker worked off a photograph of that infant to create the quilt.
