I am making a big block quilt and my first instructions are to cut some strips of two fabrics. I then sew one of each fabric together. It then wants me to make two sets. Is the two fabrics sewn together one set?

That is the way I would read it.

By big block do you mean big squares? Or is that the pattern name? I would imagine from the way you have written it that you are correct, that once you sew two strips together you have a set. It all depends on what you are making and what the pattern maker calls a "set"! ;)

The way you have written it I would say, yes, one set is the two strips sewn together, so another two sewn together would make the second set. If it says two set that are the same, you would use the same two fabrics.

I would say yes, the 2 pieces sewn togethr create one set so you need to make two of them.
