I prewashed, dried and ironed my fabric. Then I went to cut it and it had ripples in it? When I ironed it, I may have used steam on it. Would that make it to where it wouldn't lay flat?

I'm not sure, try starch.
Are you sure it was 100% cotton. Cause if it had polyester 50/50 it would wrinkle with a hot iron.
How frustrating. I would try the starch too.
I was thinking it may not be 100% cotton. Or it was a textured fabric to start and the washing/drying just intensified the texture. Try dampening it and ironing again.
I can't think of any fabric I've iron smooth to develop ripples. Can you post a pic?
Is it rippling just on the cut edges and the selvedges? I had that happen because my ironing pad was too thick and the selvedges have also shrunk more than the rest of the fabric. I cut off the selvedge and dampened and use starch on the rest.
