What kind of batting should you use if you are going to tie a quilt?

I don't think there is a should. Whatever batting you choose, you just need to make sure how far apart the ties need to be to minimize drifting during washing, and wear and tear.

When I tie a quilt I use the poly batting. It allows you to be further apart and I have never had it lump.

Poly batting tends to be puffier so I prefer the look it gives to a tied quilt

you should use a batt that allows up to 10" apart- or states-good for tied quilts...like warm & natural- or dreampoly...any that says up to 10" apart-
a batt that needs to be quilted every 2"-4" is not a good choice for a tied quilt (even if you placed a tie every 4"---there would be large gaps that would separate)

I tied all of my first quilts (which were whole cloth for a few years). Those quilts are as old as 18 years old and are still being used. They are in good condition, though a bit faded.

I used mostly low loft poly batting from WalMart and tied with acrylic 4-ply yarn. Tied in 6-inch blocks
