My quilt is 214 inches around all four sides. I want the binding to be cut 2.5 inches and then folded. my binding fabric is 27 inches long and 43 inches wide. How do I figure this formula to know if I will have enough fabric for the binding.

If your fabric is 27 inches long, you can get ten 2.5 inch strips out of it if you are an accurate cutter. 10 strips would give you 430 inches of fabric to make into binding. If you quilt's perimeter is only 214 inches you have plenty of fabric.
