The dot. Or if you have the blue fabric available, I'd use the blue for a narrow border AND the dot for a wider border and skip the final border you're talking about.
I love both fabrics. However when uncut, the silver bird fabric looks too sophisticated for a cute snowman. When it's cut, it just looks swirly, which I like.
Another option is to use the dot for top and left and the bird for bottom and right borders...or something like that.
