Rose of Remembrance Embroidery Applique question

Has anyone done the Rose of Remembrance quilt using the OESD embroidery designs? What type of stabilizer should you use for this project? I'm assuming you would stabilize for the applique, then proceed with the quilt as you go process. Any help would be greatly appreciated.

Do you have a link for the OESD? I had it, but lost it.
I did see that Anita Goodesign had a rose of sharon come out in August.
I am not sure which technique they use, but if it is embroidery applique, most of them have a tack down stitch then you trim and then it stitches a pretty stitch over the edges.

I'm planning on using 2 layers of a tear away. I've done a couple of samples and have to say I'm a bit underwhelmed that the buttonhole stitches aren't closer together on the designs. I'm glad I have batiks for this project, because if you used a regular cotton it may fray eventually, especially if washed:<
