Do I need a special ruler for this pattern and do I only sew have of the blocks then sewin strips and then sew the strips together?

OBW is sewn this way, S&W are sewn according to the pattern you choose :D:D:D

I have done several Stack and Whacks using a straight ruler to make random cuts and made them crazy quilts. BUT, I also have the 60 degree ruler for the OBW...everything ready to go on that just need the time

It depends which stack and whack pattern you are making. The one I make, I use a regular ruler.

It also depends on the rulers you all ready have. Do they have a 45 and/or 60 degree line on them? If so, you probably don't need another ruler. I will say it is easier when you have the "special" ruler for such projects but getting an extra yard or more of fabric with the money you save by making do with what you've all ready got is more fun!--LOL.
