I understand acrylic paint is mixed with fabric medium for color fasting. However, what is the best way to apply the acrylic to stamp to avoid excess paint?

Well, stampers sometimes use a foam brush to lightly dab the paint onto the stamp.

On another note...I had a board member tell me that if you are making an art quilt that will not be washed, that you dont need to use a fabric medium....the acrylic paint is just fine by itself, and then when dry you can heat set it.

Somebody correct me if I am wrong, or if there are alternatives.
