Default Towa bobbin tension guage

I use a Towa bobbin tention guage and find that the needle moves so irradically that I may not getting a correct reading. Is that the way theyall are? I am careful to pull the thread as smoothly as possible. Is there a possibality that this means that my bobbin case is faulty?

I put my Towa on a flat surface and the am able to use a more consistant pressure when I pull the bobbin through it. I haven't had any problems since I started doing this.

It does bounce a lot, but like Ali said place it on a flat surface and try that. I really like mine.
