It is a 10 degree wedge ruler, 25 inches long and includes seam allowance. I got mine from http://phillipsfiberart.com.

The pattern actually has a 9 degree ruler(25") in the Materials list, and the 10 degree ruler works and just makes it slightly bigger. I got my 9 degree on ebay with very little shipping.

I'm sewing my strata together and I cut the strips exactly the size the pattern listed and the width of the strata is almost 2 inches shorter then what the pattern says. I decided to add a ninth strip to get the right measurement. I'm really frustrated with the pattern instructions.

I used scrap fabric for the first one I made because of the way the directions are written, and I didn't want to ruin good fabric. I didn't have any problem, but it can be confusing.

I have doubled checked all my measurements and cannot figure out why it is coming up short. I know I'm over looking something I did or didn't do. Adding the ninth strip doesn't seem to make much difference in the pattern so it will work.

I think it will be beautiful. You created a new pattern.
I am trying to figure out how to make smaller runners, and the strip width is what is hard to calculate. I think I will just take play with it, and hopefully figure it our.

I just finished making my first runner. It was a challenge at first but it was easy once I caught on to it. Cutting was a chore because I had to eliminate my first cut because of the size. Now it's just taking the time to get it sandwiched and quilted!

Remember, the 9 degree ruler is not really a ruler, more a template. If you look at the measurements, the smallest on says 3 (note: no " symbol), but is really only 1/4" from the end.

Also, there is a notation on the pattern that depending on the actual size of your fat quarters, you may not get that longest measurement. Some of the folks in the class I took didn't, and their finished runner was still lovely.
