I would arrange them in a way that pleases the eye as to design and colors of each flower. Sure, arranging them in alphabetical order would make it easy to find a specific state -- but not doing so gives the viewer the pleasure of the hunt. Very special that you're finishing the project your aunt started!

I saw a quilt of the states just recently and she had put them in alphabetical order horizontally. She used 6 blocks across and 8 blocks down. As that only added up to 48, she then made pillow shams using Alaska and Hawaii on the shams. It really looked nice that way, too. However you do it, it'll be pretty, I'm sure.
