Could it be a device for preparing the warp for a loom?

It obviously is designed to adjust the angle of whatever fits onto it. What does your Hoop look like? Would it fit into the notches on the sides and lean against the top rail to adjust the angle of the hoop while quilting? But then what would the pegs across the front do?
