Try shaking it and/or shaking it down like a thermometer.

I'll give these tips a try. If they don't work then it is back to Jo'Ann's.

I have some that have never worked either but I couldn't drive back to the city to return them. I seem to remember that the instructions for them said to store them upside down after using the first time, or something like that. Mine never worked at all though.
