Since wooden high chairs were all different, I would follow joyce's adivce. Get measurements, cut fabric with seam allowance. lay out filler (battings, foam or whatever you plan on using, sew right sides together, leave opening for turning. Turn and finish.
Get fancy by adding ties, rick rack, or whatever you want.
